Alors que *Granma* critique les intermédiaires privés qui paient au taux informel, il ignore que l’État applique des taux irréalistes de 24 ou 120 pesos par dollar, contre 435 sur le marché réel. Le système officiel bloque les retraits, gèle les devises et oblige à utiliser des cartes MLC, générant une méfiance généralisée. Le récent « corralito » financier confirme l’effondrement du système et la perte de contrôle étatique sur les remises.

- LANCEMENT DE LA CAMPAGNE #NOMEOLVIDES POUR RENDRE VISIBLES LES DISPARITIONS À CUBA
L’Observatoire du genre Alas Tensas et l’organisation Yo Sí Te Creo ont lancé la campagne #NoMeOlvides pour rendre visibles les disparitions, surtout celles de femmes et de filles. L’OGAT enregistre 22 alertes actives en 2025 et 16 d’années précédentes, bien que le nombre réel soit certainement plus élevé en raison du manque de protocoles, de l’absence de registres officiels et de la criminalisation de la société civile. La campagne, qui se déroulera du 25 novembre au 10 décembre, inclura des témoignages, des ressources pratiques et une veillée à Madrid. Son objectif est de briser le silence et d’exiger une réponse institutionnelle.

- VARADERO PROGRESSE VERS UN MODÈLE DE « VILLE SÉCURISÉE » AVEC TECHNOLOGIE RUSSE
Le projet Varadero Digital avance grâce à un accord entre le MINCOM et le gouvernement de Saint-Pétersbourg pour introduire des technologies de vidéovigilance et de contrôle inspirées du système russe « Ville Sécurisée ». Le plan comprend un Centre de surveillance et de gestion, des paiements sans contact et un Centre de leadership en innovation technologique. L’objectif officiel est de moderniser les services et renforcer la sécurité dans la principale zone touristique du pays, mais il élargira aussi la capacité de surveillance de l’État. Conçu depuis 2021, ce projet approfondit la coopération technologique croissante entre Cuba et la Russie.
