Asunto: Reclamo por negligencia estatal, cortes prolongados del servicio eléctrico y represión tras protesta legítima en Guantánamo
La Defensoría del Pueblo presenta este reclamo formal por los hechos ocurridos la noche del martes 22 de junio en el reparto Loma del Chivo, en la provincia de Guantánamo, donde los vecinos, tras padecer un prolongado e injustificado apagón, salieron de forma pacífica a las calles a exigir el restablecimiento del servicio eléctrico.
Cansados del maltrato institucional y de la falta de respuesta, los residentes ejercieron su legítimo derecho a la protesta, logrando que las autoridades restablecieran el fluido eléctrico. A la fecha de este escrito, el servicio no ha vuelto a ser interrumpido, lo que demuestra que fue la presión ciudadana la que obligó a una solución inmediata.
Este hecho no es aislado. Protestas similares han ocurrido en todo el país, como en el reparto Hermanos Cruz (Pinar del Río), donde también la movilización popular obligó a replantear los apagones con horarios definidos.
A pesar de ello, la respuesta gubernamental ha sido la represión y el hostigamiento. Los cacerolazos, carteles y manifestaciones espontáneas que crecen en frecuencia e intensidad en Cuba son muestra de una población harta de vivir sin garantías ni derechos básicos.
Solicitamos formalmente:
Explicación pública y detallada sobre el apagón ocurrido en Loma del Chivo el 22 de junio.
Garantía de un servicio eléctrico estable y digno para esa comunidad.
Cese inmediato de cualquier forma de intimidación contra los manifestantes.
Habilitación de canales oficiales de quejas accesibles y sin represalias.
Asunción de responsabilidades políticas y administrativas por la mala gestión.
Este reclamo también será remitido a organismos internacionales como parte de la documentación sobre la situación de derechos en Cuba.

Subject: Complaint regarding state negligence, prolonged power outages, and repression following a legitimate protest in Guantánamo
The Ombudsman’s Office formally submits this complaint concerning the events that took place on the night of Tuesday, June 22, in the Loma del Chivo neighborhood of Guantánamo province. Residents, after enduring an unjustified and prolonged blackout, took to the streets peacefully to demand the restoration of electricity.
Fed up with institutional mistreatment and the lack of response, the residents exercised their legitimate right to protest, forcing the authorities to restore power. As of this writing, the service has not been cut again, which clearly shows that public pressure led to an immediate solution.
This is not an isolated case. Similar protests have taken place across the country, such as in the Hermanos Cruz district of Pinar del Río, where popular mobilization also compelled the authorities to introduce scheduled blackouts with defined hours.
Despite this, the state’s response has been repression and intimidation. The increase in pot-banging protests, signs, and spontaneous demonstrations throughout Cuba reflects a population tired of living without basic guarantees or rights.
We hereby formally request:
A public and detailed explanation regarding the blackout in Loma del Chivo on June 22.
A firm guarantee of stable and dignified electricity service for that community.
An immediate end to any form of intimidation or retaliation against protesters.
The establishment of accessible, safe, and non-retaliatory complaint mechanisms for the public.
Political and administrative accountability for the mismanagement of the situation.
This complaint will also be forwarded to international human rights bodies as part of ongoing documentation of Cuba’s civic crisis.
